The Environment & Energy Unit has various project partners, who fund and execute environment and sustainable energy programmes.
The main funding source is the Global Environment Facility (GEF) and the main execution agencies are the South Pacific Regional Environment Programme (SPREP) and the National Governments that are directly under the UNDP Samoa portfolio. Other key partners include other UN agencies, regional agencies, and bilateral donor agencies that assist with the provision of technical assistance and co-financing for some of the projects.
Global Environment Facility (GEF)
The GEF is the only multi-convention financing facility in existence and is now the major source of funding specifically supporting the Convention on Biological Diversity (CBD), and the United Nations Framework Convention on Climate Change (UNFCCC), and that the GEF is also a source of funding supporting the Stockholm Convention on Persistent Organic Pollutants and the UN Convention to Combat Desertification.
South Pacific Regional Environment Programme (SPREP)
SPREP is a regional organization established by the governments of the Pacific region to protect and improve their environment. It
has 22 member countries, including all the Pacific Island countries and territories, plus New Zealand, Australia, France and the United States of America.
National Execution
National Execution (NEX) refers to execution carried out by a government entity. NEX is used when there is adequate capacity in government to undertake the functions and activities of the programme. NEX is a common mode of execution since it allows self reliance by effective use and strengthening of the management capabilities, enhances sustainability of programmes by increasing national ownership and commitment, strengthens national capacity and reduces workload and integration with national programmes through greater use of appropriate national systems and procedures.
